Con Edison Commercial & Industrial Energy Efficiency Program
Consolidated Edison (Con Edison)
Varies; up to $500K+ for custom
Con Edison pays businesses to upgrade to efficient equipment
Con Edison's Commercial and Industrial Energy Efficiency (C&I EE) Program provides cash incentives to businesses in its New York City and Westchester County service territory who upgrade to energy-efficient equipment. Eligible businesses can receive prescriptive rebates for standard equipment upgrades (HVAC, refrigeration, pipe insulation, building management systems) or custom incentives for larger projects with non-standard efficiency improvements. All Con Edison commercial electric accounts with average peak demand over 100 kW are eligible.

Who qualifies
- Active Con Edison commercial electric account with average peak demand over 100 kW on a rolling 12-month basis (for electric measures)
- Active Con Edison commercial gas account (for gas measures — no demand minimum specified for gas)
- Service address within Con Edison territory (New York City or Westchester County)
- For steam measures: must hold eligible Con Edison electric account with active steam service
- Multifamily buildings are excluded from the C&I program
- Equipment must meet published minimum efficiency specifications in the Program Manual
Hard requirements
- Location restriction: Con Edison service territory — New York City and Westchester County

- Refrigeration equipment
- Pipe insulation for steam and hot water systems
- Building management systems (BMS) and controls
- Chiller plant optimization
- Building envelope (windows, air sealing, insulation)
- Demand-controlled ventilation
- Steam-to-electric heat pump conversions (Gas Bonus track)
Ineligible expenses
- Multifamily residential buildings
- Equipment not meeting minimum efficiency specifications
- Repairs to existing equipment (new installation or replacement required)
- Solar PV or energy storage (separate Con Edison programs)
- Projects outside Con Edison service territory
How to apply
-
1
Submit interest form and receive incentive offer
Submit interest form at Con Edison's website. For custom or large projects, a Con Edison Energy Efficiency specialist works with you to develop a project proposal. A Preliminary Incentive Offer Letter (PIOL) secures funding before installation.
-
2
Identify participating contractor
Select from Con Edison's directory of participating contractors for the C&I program. Working with a participating contractor simplifies documentation and ensures the correct efficiency specifications are met.
-
3
Install equipment
Complete equipment installation with your contractor. Retain all invoices, equipment cut sheets, and contractor documentation. Installation must be complete by October 15, 2026 for 2026 incentive rates.
-
4
Submit completed application and documentation
Submit the Program Application (available at coned.com) with contractor documentation, invoices, and equipment specifications. Post-installation site inspection may be required.
-
5
Receive incentive payment
Con Edison reviews application and issues incentive payment. Typical processing time is 4-8 weeks after complete application received.
The 100 kW average peak demand threshold means small commercial accounts (restaurants, small retail, <10,000 sq ft offices) typically don't qualify for electric incentives — check gas incentives if you have a gas account. The Southeast Queens Neighborhood Program adds up to $2,000/kW on top of base incentives if you're in that geography.
Deadline & timing
Installation must be completed and all documents received by October 15, 2026 for 2026 incentive rates. Gas Bonus Incentives track runs May 1 – September 30, 2026. Project funding commitments (Preliminary Incentive Offer Letter) required before starting for custom projects. First-come, first-served within program funding.
