The Iowa Seed Investor Tax Credit is a new program created by 2025 legislation to replace Iowa's repealed Angel Investor Tax Credit. It gives investors a refundable Iowa income tax credit of 20% for cash equity investments in qualifying urban Iowa businesses and 35% for investments in rural Iowa businesses (rural defined as cities of 15,000 population or less). Eligible businesses must have their principal operations and a majority of employees in Iowa, a net worth under $10 million, have operated for five years or less, work in advanced manufacturing, bioscience, finance/insurance, or technology, and have already secured at least $500,000 in qualifying equity from at least two outside investors. The credit is capped at $100,000 per investor (or per entity) per fiscal year, and applications run from September 1 to December 31 each year.

Who qualifies

Confirm the business qualifies and its urban/rural status
Verify the Iowa business meets the sector, net-worth (<$10M), age (5 years or less), Iowa-operations, and prior-investment ($500K from two investors) tests, and determine whether it is in an urban or rural Iowa city (sets the 20% vs 35% rate).

Complete the cash equity investment in the qualifying Iowa business and gather documentation of the amount and ownership interest.

Apply to IEDA during the September 1 - December 31 window
Submit the Seed Investor Tax Credit application to the Iowa Economic Development Authority during the annual application window, with investment and business-eligibility documentation.

Claim the refundable credit on the Iowa return
Upon issuance, claim the refundable credit on the Iowa income tax return. Excess credit beyond Iowa tax liability is refunded or applied to the following tax year.

The rural rate (35%) is far more generous than the urban rate (20%) — an investment in a qualifying Iowa company headquartered in a city of 15,000 or less earns nearly double the credit, and because the credit is refundable you get cash back even with little Iowa tax liability. Confirm the company already has its $500,000 from at least two outside investors in place; without that prior-capital threshold the business does not qualify.
Deadline & timing
Applications are accepted September 1–December 31 each year. The program replaced the Angel Investor Tax Credit, which was repealed effective July 1, 2025 (no new awards after June 30, 2026). The Seed Investor Tax Credit was created by 2025 legislation.
