The short version

Oregon pays half your export costs

Business Oregon reimburses Oregon small businesses up to 50% of eligible export-related costs — trade show fees, airfare, lodging, compliance testing, website localization, and product sample shipping. Individual company grants are capped at $7,500. The federal STEP funds were fully allocated as of December 2025; the program continues under limited state OTPP funding. Applications are processed first-come, first-served and must be submitted at least 60 days before the activity.

Eligible expenses

  • International and domestic trade show/mission fees, airfare, lodging, and meals (50% reimbursable, airfare capped at $500 domestic / $1,500 international per ticket)
  • Freight and shipping of product samples (capped at $2,000)
  • Compliance testing or product certification (CE Mark, ISO 9001, etc.)
  • Export training workshops and seminars (up to $500)
  • International website design, localization, translation, and SEO
  • EXIM Bank services and export counseling

Ineligible expenses

  • Expenses incurred before application approval
  • Meals above GSA per diem rates
  • Activities not related to international market development
  • Marketing to domestic buyers
  • Activities by businesses that do not manufacture or deliver product/services from Oregon

How to apply

    Identify an eligible export activity

    Select an upcoming international trade show, trade mission, compliance testing, website localization, or export training event. Confirm dates are at least 60 days out.

    Submit application to Business Oregon

    Complete the OTPP application form on the Business Oregon website. Provide details on the export activity, estimated costs, and how it will develop your export market. Submit at least 60 days before the activity.

    Receive approval and complete the activity

    Business Oregon reviews and approves applications first-come, first-served based on fund availability. Upon approval, proceed with the export activity.

    Submit reimbursement claim with receipts

    After the activity is complete, submit receipts and documentation of all eligible expenses. Business Oregon reimburses 50% of approved costs up to the per-category caps.

Insider tip

OTPP funding runs out mid-year in active years — apply as soon as your trade show is booked, well before the 60-day minimum. Federal STEP funds are gone for 2026.
