2
Review the specific FOA scope
Each OSD ManTech FOA has a specific Statement of Objectives describing the manufacturing technology need. Confirm your technology or capability matches the DoD's stated need before investing in a full proposal.
~5 hrs
-
3
Prepare a technical and cost proposal
Typical proposal includes: technical approach to the manufacturing challenge, team qualifications and facilities, project timeline with milestones, and a detailed cost/budget with justification. DoD reviews using merit-based competition procedures. 30–60 day submission windows are common.

NAICS codes: 332, 333, 334, 335, 336
OSD ManTech FOAs are narrow in scope — they describe a specific manufacturing problem DoD needs solved. Your proposal must directly address that stated need, not just describe your general manufacturing capabilities.
Deadline & timing
OSD ManTech posts individual FOAs on Grants.gov as project needs arise throughout the fiscal year. There is no single annual competition. Search grants.gov for CFDA 12.333 or CFDA 12.023 (legacy number, still appearing). Subscribe to Grants.gov email alerts for CFDA 12.333 to be notified of new opportunities.
