CHIPS Act grants for designated regional Tech Hubs
The EDA Tech Hubs program provides large-scale implementation grants ($19–$51M each) to the 19 designated Tech Hub consortia authorized under the CHIPS and Science Act. FY2025 offers $220M to designated Hubs not yet funded for implementation — specifically for consortia developing regional leadership in critical and emerging technologies (semiconductors, clean energy, biotech, quantum, AI, space).

Who qualifies
- Applicant must be one of the 19 designated Tech Hub consortia as of October 2023 — no new designations available under FY2025 NOFO
- Designated Hub must have received a Consortium Accelerator Award (CAA) and not yet received EDA Tech Hubs implementation funding
- Lead applicant must be an eligible organization: institution of higher education, nonprofit, local/state government, or EDO
- Consortium must demonstrate capacity for multi-million dollar grant management and cross-sector regional coordination
- Projects must focus on critical and emerging technology areas designated in the Hub's October 2023 designation letter

Ineligible expenses
- Activities not aligned with the Hub's designated critical technology focus area
- Direct subsidies to individual private businesses unrelated to the Hub ecosystem
- Lobbying activities
- Costs disallowed under 2 CFR Part 200

Confirm Hub designation and implementation eligibility
Only the 19 EDA-designated Tech Hub consortia are eligible. Confirm your Hub has received a CAA and has not yet received implementation funds. Contact your EDA regional office to verify eligibility status.

Complete Stage I application (closed)
Stage I required a concept paper describing the Hub's strategic plan, technology focus areas, and proposed use of implementation funds. Stage I deadline was November 7, 2025.

Complete Stage II application (closed)
Invited Stage II applicants submitted a full technical narrative, budget, coalition letters, and performance plan. Stage II deadline was February 18, 2026.

Await EDA award announcement (Spring 2026)
EDA reviews Stage II applications and selects awardees. Awards expected Spring 2026. Non-selected Hubs may reapply under future NOFOs if additional appropriations are made.
This NOFO is exclusively for the 19 pre-designated Hubs — not accessible to new applicants. Stage II closed February 2026; awards expected Spring 2026.
Deadline & timing
