Who qualifies
- Business must create new full-time positions in a qualifying rural Utah area (all rural counties, or cities/towns ≤10,000 population in Weber, Davis, and Utah counties; Washington County except St. George)
- New positions must pay at least 100% of the average county wage
- Positions must be retained for a minimum of 12 months
- Positions may be remote, online, satellite office, or physically located in the qualifying county
- Business must apply and receive pre-approval BEFORE creating any new positions
- Business must not be primarily engaged in construction, retail, staffing, or public utilities

Confirm geographic and wage eligibility
Verify your business location or the new job location qualifies as a rural area under REDI definitions. Confirm planned wages will meet 100% of the relevant county average wage.

Apply during a quarterly window for pre-approval
Submit your application through the GOEO portal during one of the four annual two-week windows (Feb, May, Aug, Nov). Provide business info, job descriptions, wage projections, and intended county. Pre-approval must be received BEFORE hiring.

Create approved positions and document employment
Hire employees into pre-approved positions. Track start dates, wages, and work location. Maintain employment for at least 12 months.

Submit reimbursement claim
After the 12-month retention period, submit documentation of qualified hires, wages paid, and retention to GOEO to receive the grant payment.

Deadline & timing
