The SBA 8(a) Program is a 9-year federal contracting assistance program for small businesses owned by socially and economically disadvantaged individuals. Certified 8(a) companies gain exclusive access to sole-source and set-aside federal contracts — with no competitive bidding for contracts up to $4.5 million ($7 million for manufacturing). The U.S. government has a statutory goal of awarding at least 5% of all federal contracting dollars to small disadvantaged businesses. In FY2024, 8(a) set-aside and sole-source awards totaled over $31 billion. This is not a direct cash grant — the value is access to federal contract revenue without open competition.

Eligible expenses

  • 8(a) program is a certification — no direct federal spending is received from SBA
  • Revenue comes from contract awards from federal agencies (DoD, GSA, DHS, HHS, VA, etc.)
  • Allowable contract expenses are the costs of performing the specific federal contracts won

Ineligible expenses

  • SBA does not provide direct cash or grants under the 8(a) program
  • Businesses that have previously participated in the 8(a) program are not eligible to re-apply
  • Pass-through entities and shell companies formed solely to receive 8(a) contracts

How to apply

    Create MySBA account and complete eligibility pre-check

    Visit certifications.sba.gov and create an account. Complete the preliminary eligibility assessment to verify basic 8(a) qualifications before investing in a full application.

    Gather all required documentation

    Collect: 3 years of personal and business tax returns; personal financial statement; bank statements; business ownership documents; personal narrative of social disadvantage; business capabilities statement; contracts and financial performance history.

    Submit full 8(a) application via MySBA

    Complete and submit the full online application at certifications.sba.gov. SBA reviews for completeness and may request additional documentation. Allow 90 days for SBA review.

    Receive certification and begin BD activities

    Approved businesses receive 8(a) certification for 9 years (4-year developmental stage + 5-year transition stage). Immediately begin registering with federal agency contracting offices, OSDBU offices, and federal procurement databases.

Insider tip

Post-2023 Supreme Court ruling, the social disadvantage presumption based on race was eliminated — all applicants must now submit a personal narrative. Have legal counsel review your narrative before submission. The 9-year program clock starts at certification, so apply when you're ready to pursue federal contracts aggressively.
