Who qualifies
- Business must qualify as a 'small business' under SBA size standards for its primary NAICS code (revenue or employee count varies by industry)
- Business must be at least 51% owned and controlled by U.S. citizens, a Community Development Corporation, an agricultural cooperative, an Indian tribe, or an Alaska Native Corporation
- Principal office — the location where the greatest number of employees work — must be physically located in a designated HUBZone
- At least 35% of the business's employees must reside in a HUBZone (2026 update: residency requirement shortened from 6 months to 90 days)
- Business must maintain HUBZone status through an annual self-certification and a full recertification every 3 years
- All owners and the business itself must not be debarred, suspended, or otherwise excluded from federal contracting

Verify location eligibility using SBA HUBZone Map
Use the SBA's online HUBZone Eligibility Map to confirm your principal office is in a designated HUBZone (Qualified Census Tracts, Qualified Non-Metropolitan Counties, or other designated areas). Also verify that 35%+ of your employees live in a HUBZone.

Gather required documentation
Collect: proof of business registration (Articles of Incorporation or LLC Operating Agreement), payroll records showing employee home addresses, lease or ownership docs for principal office, owner citizenship documents, and your NAICS code with supporting size standard verification.

Create account and apply in MySBA Certifications
Log into certifications.sba.gov, create your business profile, and submit the HUBZone certification application. Upload all required documents. Applications are reviewed by SBA analysts who may request additional information.

Receive certification and appear in SBA Dynamic Small Business Search
Upon approval (typically 60–90 days after a complete application), your firm is added to the SBA's Dynamic Small Business Search (DSBS) as HUBZone-certified. Federal contracting officers use DSBS to find eligible set-aside contractors.

Maintain certification and compete for set-aside contracts
Complete annual self-certification confirming continued eligibility. Use SAM.gov to find and respond to HUBZone set-aside opportunities. Maintain the 35% employee residency requirement year-round.
