  • Facility construction and renovation to expand processing capacity
  • USDA inspection-compliant facility upgrades
  • Training and workforce development directly tied to the capacity expansion
  • Planning and design costs for new or expanded processing facilities

Ineligible expenses

  • Working capital or operating expenses
  • Debt refinancing or payoff of existing loans
  • Marketing and promotion of processing services
  • Land acquisition
  • Vehicles not directly used in processing operations

How to apply

    Register in SAM.gov and get UEI

    Ensure your business has an active SAM.gov registration and Unique Entity Identifier (UEI). This takes 7–10 business days for new registrations. SAM.gov registration is required before applications can be submitted through Grants.gov.

    Contact MPPTAP for free technical assistance

    USDA AMS operates the Meat and Poultry Processing Capacity Technical Assistance Program (MPPTAP), which provides no-cost assistance to help prepare your application. Contact LocalMCap@usda.gov to connect with an MPPTAP provider in your region before applying.

    Prepare and submit application through Grants.gov

    Complete the application package including: project narrative, budget with 50% match documentation, equipment specifications (for simplified track), or expansion plan (for processing expansion track). Submit through Grants.gov by 11:59 PM ET on August 7, 2026.

    USDA AMS review and award

    USDA AMS reviews applications for eligibility and merit. Awards are competitive. Successful applicants receive a grant agreement and can begin work after execution. Equipment-only projects may have a faster review timeline than full expansion projects.

Use MPPTAP's free technical assistance — this is one of the few federal programs with taxpayer-funded application helpers. The Simplified Equipment-Only track has a much lighter application burden than the full expansion track. SAM.gov registration takes 7–10 days — start it immediately.

This is the FY 2026 application window. Applications must be submitted through Grants.gov, not directly to USDA AMS. Applicants must have an active SAM.gov registration with a Unique Entity Identifier (UEI) to apply.
