USDA FSA Emergency Commodity Assistance Program (ECAP)
USDA Farm Service Agency (FSA)
Flat per-acre rate by crop
One-time direct pay for 2024 crop producers
ECAP was a one-time $10 billion direct payment program for crop producers authorized in the American Relief Act of 2025. Payments were flat per-acre rates (varying by commodity) for 2024 crop year acreage — planted or prevented from planting. The August 15, 2025 sign-up window is now closed, and payments of $8B+ have been issued. This type of emergency commodity assistance program recurs legislatively in future disaster/omnibus bills.

What it covers
Eligible expenses
- ECAP is a direct income payment — not expense-specific. Funds can be used for any farm operating purpose.
- Intended to offset losses from low commodity prices or adverse market conditions during 2024 crop year
Ineligible expenses
- Not an expense-reimbursement program — this is a direct per-acre payment based on reported acreage
- Crops not listed among eligible commodities (e.g., fruits, vegetables, specialty crops — those have separate programs like NAP)
How to apply
-
1
Note: Sign-up closed August 15, 2025
The ECAP sign-up window for 2024 crop year is closed. If you missed the deadline, contact your local FSA office to inquire about any late-filer provisions or pending litigation processes. Watch for future emergency legislation that may create similar programs for subsequent crop years.
-
2
Future cycle: Verify FSA farm records are current
For future emergency commodity assistance programs, your FSA farm records (FSA-578 acreage reports) must be filed and accurate. Producers with current, accurate FSA records will be positioned to apply quickly when future emergency assistance programs are announced.
-
3
Future cycle: File at local FSA office
When future programs are announced, applications are typically filed at your local FSA Service Center using a simple form. Most of the eligibility data (planted acres, commodity type) is pulled from your existing FSA farm records.
Industry & certifications
NAICS codes: 111, 1111, 1112, 1113, 1114
Emergency commodity assistance programs require current, accurate FSA farm records — especially FSA-578 acreage reports. Keep these updated every year even when no emergency program is active, so you're ready when Congress passes the next bill.
Deadline & timing
The ECAP sign-up period for 2024 crop year losses closed August 15, 2025. More than $8 billion has been distributed from the $10 billion allocation. This was a one-time legislative appropriation. Watch for future emergency commodity assistance legislation in Congress — this program type is periodically reauthorized during agricultural downturns or via omnibus spending bills.
