How a program earns Tier 1. The program’s own published eligibility must name women of color, or name a race or ethnicity together with women — “Black and Latina women founders,” “women of color,” “Latina-owned.” A program that serves mostly women of color in practice but writes its rules for “underrepresented founders” is Tier 2, not Tier 1. We do not upgrade a program on the basis of who its past winners were.

Where the money for women of color actually is in 2026

Quick answer

The money has moved from big branded prizes to small rolling microgrants and to lending. Of the 103 programs on this page, 60 are capital — CDFI loans, tribal loan funds, state credit-enhancement programs — and 29 of the grant-shaped programs are either between intakes or shut. The reliable money is now $1,000 to $5,000, repeatable, and rarely advertised.

Three distinct pools exist, and they behave differently. Corporate and brand microgrants — Sephora, Glossier, Tarte, Visa, PepsiCo — run once a year, award between $10,000 and $100,000, and attract tens of thousands of applicants. 21 of the 103 programs on this page sit in exactly this state right now: real, funded, and closed until their next annual window. Foundation microgrants — HerRise, Amber, Galaxy, Secretsos — award $1,000 to $2,500 on a monthly or quarterly cycle, which means a founder can enter them twelve or four times a year instead of once. Public and quasi-public capital — CDFIs, SSBCI-funded state programs, tribal loan funds — is by far the largest pool by dollars: 52 of these are lending today, and unlike the grants they do not close.

The 2023–2024 legal challenges reshaped the top of this market rather than the bottom. Large, explicitly race-conditioned grant programs became legally exposed; the Fearless Fund Strivers Grant closed permanently in a September 2024 settlement, and Black Ambition suspended its Prize Competition for 2026. Small foundation microgrants and CDFI lending were untouched. A founder optimising for expected dollars in 2026 should therefore work the repeatable small grants and the lenders, and treat the annual brand prizes as lottery tickets she buys once a year when the window opens.

The rolling monthlies: the only programs you can enter more than once a year

The HerRise MicroGrant issues $1,000 every month to a woman-of-color-owned small business; applications close at 11:59pm ET on the last day of each month and the winner is announced at HerSuiteSpot’s First Friday mixer. The Amber Grant, run by WomensNet, awards three $10,000 grants every month plus three $50,000 year-end grants drawn from the monthly winners, on the same last-day-of-month cadence. The Women Founders Grant awards $5,000 on a monthly cycle, with the current window closing August 31, 2026 and a $25 application fee. The Secretsos Small Business Grant awards $2,500 each quarter to owners who have been turned down for bank credit, closing on the last day of each quarter — next, September 30, 2026 — for a $15 fee. The Galaxy Grant awards $2,500 and is free to apply to, with a 30-second form and an October 31, 2026 cut-off.

Programs that paused, closed, or got sued — what actually changed

Quick answer

25 of the 43 women-focused programs on this page are not accepting applications right now — between annual intakes, closed for the cycle, or ended for good. Aggregator lists still show most of them as live, which is the single most expensive thing a founder can be wrong about.

The Fearless Fund Strivers Grant is gone permanently. The $20,000 grant for Black women-owned businesses was suspended by a federal appeals panel in June 2024 and then terminated outright in a September 2024 settlement with the American Alliance for Equal Rights; the settlement bars the contest from operating and it will not reopen. The Fearless Fund itself continues as an investor. Black Ambition is not running its Prize Competition in 2026. Pharrell Williams’ organisation states on its own application page that it is “entering a new phase of impact in 2026” and will not accept new Prize applications, focusing instead on founders already in its portfolio. Comcast RISE has effectively wound down: comcastrise.com now redirects to Comcast’s Project UP page, and no 2026 application window has been published. The SoGal Black Founder Startup Grant has no live page. Eileen Fisher’s women-owned business grant and Stacy’s Rise Project are both dormant, with no verified cycle in recent years, despite appearing on dozens of “grants for women” listicles.

One more category deserves naming, because it wastes the most time: programs that fund organisations rather than founders. Mastercard Strive USA, the MBDA Capital Readiness Program, the MBDA Women’s Entrepreneurship Program and the Treasury’s Native American CDFI Assistance program all award money — to nonprofits, CDFIs and intermediaries who then serve small businesses. An individual business cannot apply to any of them for its own operations. They are marked on this page so you do not spend an afternoon finding that out.

Computed from the GrantCompass verified US catalog of 665 funding programs, extract of August 23, 2026, filtered to every program carrying a women facet or a Black, Latina, Native, Asian or minority tag: n=103. Each program was hand-classified into one of four tiers by reading its published eligibility rules, then status-checked against the program’s own official page on August 23, 2026. “Open” = the program accepts applications on a rolling basis, or has a published deadline on or after August 23, 2026, or was confirmed live on its own site. Median award ceiling uses each program’s published maximum, over the 36 grant, award, fellowship and accelerator programs in tiers 1–3 that publish a numeric ceiling; loans, certifications and free services are excluded from that figure. Where the official source disagreed with our catalog, the official value is what is printed here and the discrepancy is logged for correction.

The questions founders actually type

Are there free government grants for Black women to start a business?

No. The federal government does not award start-up grants to individuals by race or gender, and any site promising one is selling something. What the federal government does offer women of color is free infrastructure and contract access: the SBA’s Women’s Business Centers run roughly 150 nonprofit centers offering free counselling and capital-access help; the WOSB and EDWOSB certifications are free and open federal set-aside contracts; the 8(a) Business Development Program does the same for socially and economically disadvantaged owners. Federal grant dollars aimed at this population flow through intermediaries — MBDA Business Centers and the MBDA Women’s Entrepreneurship Program fund nonprofits, which then serve you for free. The cash grants on this page are private and foundation money, not government money.

What happened to the Fearless Fund grant for Black women?

It is permanently closed. The Fearless Fund Strivers Grant awarded $20,000 to businesses majority-owned by Black women. In June 2024 a federal appeals panel ordered the contest suspended after finding the American Alliance for Equal Rights was likely to prevail in its challenge; in September 2024 the parties settled, and the settlement requires the contest to cease. It will not reopen. The Fearless Fund and its foundation continue their other investment and charitable work — the settlement was written narrowly — but the grant contest itself is over. The practical consequence for founders is that lists still ranking it as a live opportunity are stale, and the closest still-running substitutes are the HerRise MicroGrant and the digitalundivided BREAKTHROUGH grant, both an order of magnitude smaller.

Do I need MBE or WBE certification to apply for these grants?

No. Not one of the 8 Tier 1 programs on this page requires a minority or women’s business certification, and neither do the microgrants in Tier 2 and Tier 3. Private grants ask you to self-attest ownership — usually 51% or more — and to supply formation documents and sometimes a tax return. Certification earns its keep somewhere else entirely: winning contracts. Federal set-asides need the free SBA WOSB or 8(a) certification; state and city procurement needs a state MBE or WBE certificate; large corporate supplier-diversity programs need a third-party certification such as WBENC or NMSDC. If your growth plan is contracts, certify. If your growth plan is grants, certification is a distraction that costs weeks.

Which programs for women of color have no application fee?

Application fees are common in this segment and worth checking before you start. The Galaxy Grant is explicitly free to apply to — the form takes about 30 seconds and closes October 31, 2026. The SBA Women’s Business Centers, Hot Bread Kitchen’s HBK Incubates and Operation HOPE’s 1MBB are free programs rather than fee-gated competitions. By contrast, the Women Founders Grant charges a $25 non-refundable fee, and the Secretsos Small Business Grant charges $15. A fee is not automatically a red flag — small foundations use it to filter bots and cover review costs — but it changes the arithmetic of applying to the same $1,000 grant twelve times a year.

Yes, but the count is small and most run on annual cycles. digitalundivided's BREAKTHROUGH grant awards $5,000 to Black and Latina women founders and is recruiting cohorts now. PepsiCo's Juntos Crecemos Jefa-Owned Business Grant awards $10,000 to twenty Latina-owned food and beverage businesses each year and is between intakes. The PepsiCo Greenhouse Accelerator Juntos Crecemos track ($20,000 plus a grand prize) is also between intakes. Latina founders in the Washington DC, Maryland and Virginia area can borrow from LEDC, a CDFI built for Latino and immigrant business owners, on a rolling basis. Do women-of-color grants require a certification?

No. None of the eight programs written specifically for women of color requires a minority or women's business certification. Certification matters for a different activity: winning government and corporate contracts. The SBA's Women-Owned Small Business (WOSB) and Economically Disadvantaged WOSB certifications are free and open set-aside federal contracts; the SBA 8(a) Business Development Program does the same for socially and economically disadvantaged owners.
