10 federal programs carry a firm deadline between today and October 22, 2026, sorted soonest first. Everything else open at the federal level is rolling, continuous, or on a monthly release cycle.

Federal programs by what they actually are

All 188 federal programs, sorted into six honest lanes: grants open now, SBIR/STTR, loans and guarantees, tax credits, free help and contract access, and closed or paused. The column most people need is the last one — whether your business is the eligible applicant, or whether the money is routed through a lender, a nonprofit or a public body.

The SBA does not give grants to start or grow a business

The single most expensive misconception in US small business funding is that the Small Business Administration writes checks to businesses. It does not, and it says so plainly on its own grants page: “SBA does not provide grants for starting and expanding a business.” The grants SBA does award go to nonprofits, Resource Partners and educational organizations that deliver counseling and training — the Small Business Development Center network, Women's Business Centers, Veterans Business Outreach Centers, SCORE and the State Trade Expansion Program, which is administered by state governments rather than paid to you.

The Empower to Grow (E2G) Manufacturing in America grant is the clearest recent illustration. SBA announced up to $50 million for manufacturing workforce training in May 2026 and announced the awards on August 5, 2026 — to eleven training organizations, not to small manufacturers. A small manufacturer benefits from E2G by receiving the training, never by receiving the grant. What the SBA does give a business directly is credit and status, and both are worth more than most people expect. The 7(a) loan program guarantees loans up to $5,000,000 through participating lenders; the Microloan program reaches up to $50,000 through nonprofit intermediaries and averages about $13,000; the 8(a) Business Development Program and the HUBZone certification unlock federal contract set-asides that are, in dollar terms, far larger than any grant an early-stage firm would realistically win. Treat SBA as a credit-and-access agency and the frustration disappears.

SBIR and STTR: the real federal grant for small business

SBIR and STTR require federal agencies with large external research budgets to reserve a slice of that budget for small US businesses. The award is a grant at some agencies and a contract at others, and it is never a loan and never repaid. Phase I funds feasibility, Phase II funds development, and the ceilings differ sharply by agency: Phase I runs from $100,000 at EPA to $323,090 at NIH, and Phase II from $750,000 at NASA to $2.15 million at NIH.

The programs went dark for six months. Statutory authority expired on September 30, 2025, and new solicitations and awards stopped across the agencies. On April 13, 2026 the President signed S. 3971, the Small Business Innovation and Economic Security Act, reauthorizing SBIR and STTR through September 30, 2031 and adding a Phase II “strategic breakthrough” vehicle with a $30 million ceiling. That is why so many agency components still read “between cycles” in the table above: they are restarting their solicitation calendars, not shutting down.

Two practical notes before you count on a date. NIH's standard receipt date of September 5, 2026 covers the omnibus solicitations PA-27-100 (SBIR) and PA-27-102 (STTR); because September 5 is a Saturday and September 7 is Labor Day, NIH's standing policy moves the effective deadline to the next business day. NSF requires an accepted Project Pitch before you may submit a full Phase I proposal, so the November 4, 2026 date is a proposal deadline, not a starting line. The Department of Defense moved to monthly BAA releases rather than two annual cycles, so “the DoD deadline” is whichever release your topic sits in. USDA: the biggest federal grant-maker for ordinary businesses — with catches

USDA is where a non-research small business is most likely to find real federal grant money, and it is also where stale listings do the most damage. Four programs account for most of the confusion, and all four moved in 2026.

• Rural Energy for America Program (REAP) — grants paused. USDA rescinded the REAP grant funding opportunity effective April 15, 2026 under Executive Order 14315, and says a new notice will follow once new regulations take effect; applicants who had already applied will need to reapply. REAP guaranteed loans are unaffected and continue. Any site still advertising quarterly REAP grant deadlines is out of date.
• Rural Business Development Grant (RBDG) — your business cannot apply. USDA's own fact sheet states that “neither individuals nor for-profit businesses or organizations are eligible to apply for RBDGs.” A public body, tribe or nonprofit is the applicant; your business is the beneficiary of what they fund. The FY2026 window closed on June 30, 2026.
• Value-Added Producer Grant (VAPG) — producers apply directly, but the round has closed. Planning grants reach $50,000 and working-capital grants $200,000, and the producer is the applicant. The FY2026 round closed April 22, 2026.
• Organic Certification Cost Share Program (OCCSP) — open, and the easiest USDA money on this page. FSA reimburses 75% of organic certification costs up to $750 per certification scope, and claims for the 2025 and 2026 program years are due December 31, 2026. It is small, but it is a direct application with almost no competition.

45 of the 188 are loans or tax credits, not grants

Search results conflate three instruments that behave nothing alike. A grant is money you compete for and do not repay. A loan guarantee is credit a lender extends because the government absorbs part of the default risk — SBA 7(a) at up to $5,000,000, SBA 504 for fixed assets, SBA Microloans at up to $50,000. A tax credit is a reduction in what you owe, claimed on a filed return, with no application, no competition and no committee.

The credits are the underrated half. The Research and Development Credit under Section 41 lets a qualified small business apply up to $500,000 a year against payroll tax rather than income tax, which matters enormously for a pre-profit company. The employer-provided childcare credit under Section 45F was rewritten for tax year 2026: the rate is now 40% of qualified expenditures, rising to 50% for an eligible small business, with the annual cap lifted to $500,000 generally and $600,000 for an eligible small business. Two credits moved the other way and are commonly still listed as live: the Work Opportunity Tax Credit lapsed on December 31, 2025 and is not available for 2026 hires unless Congress reauthorizes it retroactively, and the alternative-fuel refueling property credit under Section 30C is not allowed for property placed in service after June 30, 2026.

Closed, paused and expired: the honest half of the list

57 federal grant and prize programs sit between cycles or have been discontinued outright, and a further handful of credits and services are winding down. The four worth knowing by name, because they are the ones most often still shown as open elsewhere, are REAP (grant notice rescinded April 15, 2026), the Work Opportunity Tax Credit (authorization lapsed December 31, 2025), the Empowerment Zone Employment Credit (expired December 31, 2025) and the Section 30C refueling-property credit (terminated for property placed in service after June 30, 2026).

“Between cycles” is not the same as dead. Most of the 57 are annual or biennial competitions that will publish a new notice — the 16 SBIR and STTR components still restarting after the authorization lapse are the clearest example. The median ceiling is the number that reframes the whole category. The typical federal grant program in this set tops out at $1,400,000, and only 22 of the 91 grant programs that publish a numeric ceiling cap out at $250,000 or less. Federal grants are sized for research projects, rural infrastructure and industrial demonstrations, not for a $20,000 boost to an operating business.
